Jay has over 36 years of utility design, construction, and survey background in the Central Florida area. With GTE/Verizon’s Public Works Department, he progressed his way through leadership from utilities inspector, to division manager. Jay has an extensive background in plans reading, constructability review, all facets of utility work schedules, and local permit requirements in the public and private sectors. While at the Florida Department of Transportation (FDOT) District Utility office for District 7, he was the assistant to the district utility administrator – responsible for oversight of projects with utility involvement in roadway design as well as management of the FDOT District 7 Utility Support Contracts. Jay was also responsible for management and oversight of SUE and utility coordination, from staff hour negotiations through certification of utilities involved. Prior to District 7 Jay worked at District 1 operations as a member of the Utilities-Access Permits Team.
